NEW CPU+MoBo or new Computer?

I am in a pickle, my computer seems like it should handle games better but it doesnt for some reason. I'm talking like 15 fps in 25 man encounters playing WoW on "fair" graphics. SO i'm thinking maybe I just need to upgrade my cpu and motherboard because I feel I've tried everything else.

Basically I'm asking for guidance on whether to upgrade my cpu+MoBo or sell my comp as is and start with a fresh build. Ill leave my specs and take it from there.

Specs:
OS: Windows 7 Ultimate 32 Bit
CPU: I5-3570K
GPU: MSI Radeon R7 260X OC
MoBo: AsRock Z77 Extreme 4
Memory: 8GB Corsair Vengeance 1600 MHZ
PSU: Thermaltake TR2 600W
HDD (3): Samsung 830 120Gb SSD
WD 1 TB 7200 RPM HDD internal
LAcie 1 TB External HDD USB 3.0
Wireless: TP LInk n900


Any guidance at all would be great because basically this is just to fix and fps issue, my graphics card, wireless card, psu and mobo are all less than 1 month old. Thank you for your time.

The FPS issue is because of the GPU not the CPU and also because of the 32 Bit windows 7 ( as it only reads 4gb which is a huge bottleneck )


To make full usage of the RAM you need 64 Bit version of W7 also A good replacement for the GPU will be the R9 280 only selling at 210 Bucks ( sapphire Dual-X Version ).

Also the PSU is a tier 5 which is a no no , it needs replacement ASAP .

That PSU is a failure waiting to happen. The TR2s are complete garbage. Why do you need 3 SSDs? That cpu is a good CPU, i would upgrade the GPU before the cpu. Also why are you running 8Gb of ram and a 32-bit OS? You should install win 7 64-bit(your current key should work so you don't have to re buy windows) and that may help the system perform better.

I appreciate all the advice, many of these things are rookie mistakes made from not doing the proper research. I now know i need to be more careful in what I buy and pair together and how they work with each other. Thanks again gang. I'm gonna go take care of these issues.
 
The 32 bit OS will be capping the computers performance , but as others have pointed out the graphics card is weaker than the cpu , and the power supply is very low quality .

Do you have a budget to make changes?
The first should be an upgrade to win 8 64 bit . That alone will give you a performance boost .

The next is to add a power supply . 80+ bronze or better rated unit , and sized appropriately for the graphics card you might add .

Then the graphics card
 
That's your upgrade for 413 Bucks , I added the 280x because its very good and for a low price but if you can't afford it then a 280 will do just as fine

IMO do not use win 7

If you use Win 8 64 bit you have a faster OS, a longer life , and importantly you can re-use it on two more computers in the future [ seven is locked to the first motherboard ]
Its simple to add a start button and never see the metro screen . Classic Shell is free and works perfectly

If you install 64-bit win 7 Ultimate you don't need to buy an OS. your key should work with the 32-bit and 64-bit versions. Here's a good PSU and GPU for just over $300

Thank you so much I got 64 bit windows 7 ult, I was given a new corsair 750w bronze I know its not gold certified but its what I could get my hands on fast, and kept the r7 260x for now.

Im running wow on high at 65 fps avg so im happy...but I have encountered some new issues I hope you can help me with.

1) after installing liquid cooling corsair h60, I can only ru 4gb of my 8gbs of ram. If I put the second stick in it will try and start but won't and it will just repeat.

2) upon opening some programs like msi afterburner or sometimes during install wizards now ill get blue screen with crash dump and followed by a restart.

Any guidance is greatly appreciated. Thank you again for your time.
