Found something very weird

On my Pc if I turn on High Performance on Power Options I get lower FPS than on Recommended Settings. I found the culprit to be the Minimum Processor State. When I set it to 100% so that it runs at 3.75GHZ constantly I get lower FPS, but when it is set to 5% so that it fluctuates I get Higher FPS. Is this normal? I have no problems with my setup, but I just find this really odd that I have to run on recommended settings when I'm gaming. I have not tried overclocking yet to see how that effects my fps.

Could it be that your CPU is overheatimg? Can you monitor your CPU usage and temperature and let me know what comes up? Doing the same with your GPU would be appreciated to eliminate any doubts while you're at it.

I am monitoring my cpu, I have no problems with it as I have said, it hardly ever goes over 50C while playing games (I use a H60 cooler). GPU reaches max 60 when playing intense games. I have run prime95 and Furmark with good results (good temps at 100% usage). I average 25C on cpu and 30C on GPU idle temps.
