Can I image Windows 7 to a different hard drive?

I have an old system that I put a 120gb SSD in about a year ago. It has Win 7 and about 44 GB free space left. I would like to transfer all that is on it to 320 GB HDD that I will leave in old computer when I move the SSD to my new build in about a weeks time. I would also like to have everything the software etc that is on the SSD to still be available on SSD but not Win 7 as I have ordered Win 8.1 for new system. Is this possible with imaging or some other way?

While it would be preferable to do a fresh installation of Windows onto the new HDD, you can clone your SSD onto the larger HDD without too much issue. Programs like CloneZilla and EaseUS To-Do Backup will assist you in that manner.

Moving the SSD into a new system, however, is going to require a format and installation of the full version of Windows 8.1 as well as all of your installed programs.
