help with a powerline adapter

I bought a powerline adapter (actiontec 500 mbps) because my step dad has the router hooked up on his computer, which slows everyone elses internet down when he's using the internet. Problem with it so far is thatat times it shows a green light which is a good connection (100+) mbps, but most of the time it blinks red/orange (0-99 mbps). I have a desktop so I haven't connected it anywhere closer to the router (Router is in the basement, my computer is in my room 2 floors above it.)
So my questions I guess are do you think it's just a range issue with it, or do I need to move closer to the router? If I have my WiFi turned on and connected with the powerline adapter would my internet be faster? and if it is a range issue, would the powerline adapter work in a range extender?

FIOS is picky about the router because the TV guide and PPV are actually interacting with the router. This is probably a problem that doesn't have a technical solution, but is more a political problem. It will probably depend on what you dad is doing that is causing contention.

You don't say what the ISP bandwidth is, but unless you are transferring files on the local LAN, you are probably able to get most of your WAN bandwidth with the powerline adapters. The powerline adapters may also have software that let you see more insight on the actual link rate.

All I know is that I have Verizon FIOS and that's it unfortunately. Any time I ask my step dad he tells me it's none of my business. We only just upgraded to FIOS maybe 2 years ago because a verizon rep came by and told us DSL was more expensive. Basically I have no control over changing the internet or anything like that. I thought about getting a 3rd party router to use, but I don't know if Verizon would allow that without my step dads consent. So I'm trying anything I can think of to improve internet speed.
Basically right now I am fine, I can watch youtube videos in HD with no buffering, but when he gets on his computer at night, I can't do that anymore.
