I made 2 build because if you want to go with a higher resolution or add more monitors, its better to have a AMD card. Heres the AMD build:
PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor ($224.97 @ OutletPC)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($29.98 @ OutletPC)
Motherboard: ASRock Fatal1ty Z97X Killer ATX LGA1150 Motherboard ($127.99 @ Newegg)
Memory: Kingston Fury Red Series 8GB (2 x 4GB) DDR3-1866 Memory ($74.99 @ Amazon)
Storage: A-Data Premier Pro SP600 128GB 2.5" Solid State Drive ($59.99 @ Newegg)
Storage: Western Digital Caviar Green 1TB 3.5" 5400RPM Internal Hard Drive ($58.00 @ Amazon)
Video Card: Gigabyte Radeon R9 290 4GB WINDFORCE Video Card ($349.99 @ NCIX US)
Case: Corsair 450D ATX Mid Tower Case ($89.99 @ Newegg)
Power Supply: XFX 750W 80+ Bronze Certified ATX Power Supply ($69.99 @ NCIX US)
Optical Drive: LG GH24NSB0 DVD/CD Writer ($13.50 @ Newegg)
Monitor: Asus VS24AH-P 24.0" Monitor ($221.97 @ Amazon)
Total: $1321.36
Prices include shipping, taxes, and discounts when available

If you're not planning on doing any higher resolution gaming or adding 1 or more monitors you should just use the Nvidia alternative:

I made a build for him. He won't be able to overclock it because finding the parts to overclock would be hard with this type of budget and he wouldn't see too much performance increases. If he would like to overclock, I would recommend just getting a i5 that can overclock and a 212 Evo as a later upgrade. Here you go:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor ($187.93 @ OutletPC)
Motherboard: ASRock Z87 Pro3 ATX LGA1150 Motherboard ($89.99 @ Newegg)
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory ($79.98 @ OutletPC)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($53.98 @ OutletPC)
Video Card: Asus Radeon R9 280 3GB DirectCU II Video Card ($189.25 @ Newegg)
Case: Corsair SPEC-02 ATX Mid Tower Case ($39.99 @ Micro Center)
Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply ($44.99 @ NCIX US)
Optical Drive: LG GH24NSB0 DVD/CD Writer ($13.49 @ Newegg)
Monitor: AOC i2267Fw 60Hz 22.0" Monitor ($117.00 @ Newegg)
Total: $816.60
