I am currently building a new PC and I have assembled everything except when I try to power on the system, the LEDs on the MOBO would flash and turn off. The mother board (MSI gaming 7) would still have the power button lit, but pressing it doesn't do anything.

Now to my main question, I am hypothesizing that the reason this is happening is because I have a 4790K devil's canyon and I ripped the PSU out of my old rig to reuse with this build which is

since Haswell chips have very specific PSU requirements, led me to believe that I might need a new PSU. Perhaps one that is Haswell compatible. Since Devil's Canyon is basically a Haswell refresh.

Any ideas what might be going on?

Nope, the MOBO flashed LEDs once and did not turn on. Power button on MOBO remains lit.

Edit: pressing power subsequently, doesn't do anything, but after unplugging PSU and replugging. I can press power button and LEDs will flash once again and no boot.

I managed to solve the problem. The problem was that the power going into my graphics card was not in the right configuration (flipped pins). I flipped them to the proper orientation and had to move my graphics card to another PCI-E slot because the second one doesn't display video properly for some reason. Perhaps it's a motherboard configuration.
