HELP!! 760K only running at 1800 Mhz!

UPDATE: I've gotten another cpu 760k but still it is being held back for no reason?
Please, Ive reflashed my whole computer, reinstalling windows 7, reinstalled drivers, reFlashed my motherboard.

r9 270x 2gb
2 ripjaw 8gb 1866 (I believe)
500w power supply
212 Evo heatsink

Please guys, I'm on the edge, this is my first gaming pc that I've put enough money into it. If anyone can help me, that would be the best! I'm just really upset and I've spent countless hours on finding the problem. The multiplier keeps on x18 and DOESN'T fluctuate, even under CPU strain.
 
Should be 3.8 Ghz or so.

Have you gone into the bios and checked all of the settings that relate to the cpu, hyper transport speed or multiplier.
And the speed your ddr 3 memory is running at.

100Mhz FSB x 18 = 1800Mhz or 1.8Ghz.

Exactly what your getting. 100Mhz FSB and a multiplier value for the cpu set in the bios at 38.
Will equal the cpu speed of 3800Mhz or 3.8Ghz.

In other words your multiplier in the section of the bios is set to x18 where it should be x38.

This can be done manually.
If cool and quiet is enabled in the bios it will lower the frequency of the cpu when not in heavy use to save power.
The cpu will also clock down in speed if the cpu is getting too hot as a safety precaution to prevent the chip from overheating.
Reducing clock speed reduces heat.
So if it`s stuck at 1.8ghz then it may be due to a fact that the cpu is getting to hot, meaning the cooler you fitted is not mounted properly on top of the cpu.
Have a look at the temps in the bios of the cpu if it is high at idle or sat in the bios then you need to take a look at the heat sink cooler sitting on the cpu.

Calm down man this happens to everyone at some point and there is always a logical explanation. Luckily you components are all new enough to be covered under warranty. My suggestion would be to RMA both the CPU and motherboard to eliminate both possible culprits at once and minimize down time as without known working parts to test with there is really no way to tell if the CPU or motherboard is the issue.

Thanks so much guys, and I've already gotten a new cpu today, I have an evo 212 heatsink, and it is very snug ontop of the cpu, so I'm not 100 sure of the heat.
I'm going to call MSI for a new MoBo, hopefully it'll solve it, but the cpu is running 30 c most of the time.
