I can't open half of my word documents
I can't download games on origin
I can't open things like google chrome


I think it has something to do with permissions.
I made a new admin account, which fixed it for a while, but then stopped working like the last one.
Making more doesn't work anymore.

Might have something to do with home groups and sharing since I tried making one, but it didn't work.

Honestly you should attempt a restore to a previous point. It sounds like you had this issue previously and found a work around but now the issue seems to be back and not known what the cause was.

Try restore as the cause or time at which this initialized is unknown.

This would also change any homegroup setting you attempted back to what it was.

Permissions may be an issue, can you take ownership of anything.

I had an issue similar to this with a windows 7 desktop I had, fixed my issue by creating a new administrator account and then completely deleting the old admin account out. Sounds like your issue has moved beyond that or at least duplicating the issue with the second admin account. I will take a look into some of the changes I made when working on that system and see if my notes have anything on this to help.
