New Graphics Card; Black screen and No Boot

I recently bought a video card (R7 260x XFX) to replace my old XFX Radeon HD 6670. As said in the description, my pc will not boot with the new video card.

I have a 700w PSU Coolmax.
I have plugged in the 6-pin PCIE power.
My pc boots fine with my integrated card or my old card.
I've updated my BIOS.
I've uninstalled any and all of the previous graphics drivers.

After exhausting all my options, I believe the new graphics card is DOA since it was already open boxed when I bought it; I need a second opinion.
 
Double check everything.

card locked in pcie slot nearest to cpu?

mobo compatible with cartd? pcie 1.1 and above?

power supply connected to card?

Monitor connected to card? What ports on card and monitor did you use?

Card shows up in Device Manager as working properly? And with up to date drivers?

If all that is OK -

Try another monitor cable.

Try another monitor.

Try another graphics card.

Try your graphics card in another pc.

Thanks for the quick replies. At the moment I have no way of testing the card on a new computer. I have some new observations after testing the pc with the new card. When I turn on my pc after double checking everything, the mouse and keyboard LED don't power on like they usually do. Also, after running my computer for a period of time it will shut itself off. Any ideas?

My pc is completely fine without the new graphics card, this means boot, OS, and everything works for hours and hours. When I put in the new video card my computer just turns into a brick with spinning fans. It's like a zombie, it's alive but it can't function whatsoever (no display, no bios, no boot, no OS, no nothing.)
