Is my onboard LAN dead?

Hi guy, My on board Lan isn't working properly or start dying. My DL actually speed is 90mb/s but there are times that my DL speed is between the 1-5 mb/s when im using http://www.speedtest.net/ to test it. I did the test cause i noticed my torrent speed was very slow. Other devices works fine like my tabled and phone with WI-FI.

My PC is connected with the cable. I build this pc januari 2014, using a
Asrock fm2a88m extreme4+ onboard LAN Qualcomm Atheros AR8171 . I tried everything from re-installing drivers and when yesterday also from W 8.1 to 7 clean install. I also called my ISP and they said that everything works fine and they said the problem lies in the pc. I said i don't believe cause the pc is 8 months old....... So i wan't to know for sure this is the problem before i spend my money on an LAN card.

 
Solution
if you have a router with 4 ports try another port and cable to rule out a bad cable. make sure your router not open and you have lechers. run malware bytes/hitman pro and a good anti virus to see if you have malware that causing the issue. check in the bios and under the ethernet drivers that using max speed of the ethernet card. also make sure windows power settings are set to off. one last tip look to see if you have more then one anti virus or malware running sometime they can block download speeds. (try booting to safe mode with networking see if the speed works).

Thx for the reply guys. I think found the problem, I recently updated my APU driver and it also installed ''AMD Quick Stream''. I saw it in my software list and I was curious what it was so I google it. Then i came a crossed another forum that the software was slowing internet down for some people. So I uninstall it and my internet speed is now 80 - 90 mbs :D
