Is the mobo faulty or what? Confused

So i got this new system that indeed had a doa hdd right from the start. Seen in bios but can't install any os it hangs right away. It got replaced upon confirming it with another pc that even disk manager can't see it, but the replacement gives the same issues for me but it works fine in the other system, it's recognized by disk manager can move file to it and from it and tests came back as perfect.

So far i confirmed with testing and part switching
pendrive i want to install from is fine by multiple tests
what OS i try doesn't matter either, tried ubuntu and win 8.1
ram is fine, replacing it did nothing, tests say it's flawless
hdd works in the other one

Oh an "try ubuntu" works on the other system, works on the other system with only my hdd, but hangs on mine.

Also tried mini xp on hiren boot disk like a dozen times and it loads like 3/4 times only if i have the hdd in, it also gets stuck randomly if i don't but it never loads, and even if it loads it doesn't freeze after, but hbcd menu doesn't work and throws another error, basically making it pretty useless.

Motherboard seems to be in in perfect order based on bios, and the failed install throw an error pointing at storage, 0x00000e9 for windows and unable to read sector 'hd0' for linux.

Further looking into triable operating system, i figured out hdd is not needed for least ubuntu so tried to run one without hdd on the new system and it frooze anyway.

Navratil software system information on hiren hangs at system bus speed. Runs for every other part.
(not mine just example what it shows, bus speed is empty for mine)
