Gtx 760 ti's capability

If i get the i5-4460 will the gtx 760 ti be able to run at 100% performance or does the cpu need to be upgraded? If you guys know please answer!

Whats he's saying is that Nvidia only made a "special" version of the GTX 760 Ti, and its not a stand alone or true "Ti" card like the GTX 660 Ti was from last generation (the "Ti" version is supposed to be a little better than the original - so the 660 Ti was better than the 660). The GTX 760 Ti you refer to is an Original Equipment Manufacturer's card or "OEM" and is only made for pre-built systems. It is not available to builders - in other words you can't just go buy one on Newegg.

As far as your question yes they will be fine together. The only thing I would point out is this: Whenever an OEM card like your GTX 760 Ti is made, there always seems to be some type of compromise or downgrade in the card from what it really should...

The only thing I would point out is this: Whenever an OEM card like your GTX 760 Ti is made, there always seems to be some type of compromise or downgrade in the card from what it really should be. In fact, It's not as fast or good as a regular GTX 760 from ASUS or MSI. Especially their top shelf versions of the 760 like this:

They usually cut corners in some disappointing way on these OEM cards. Mind you, even if it is only "almost" as good as a stock or reference model GTX 760, that is still a decent mid-level graphics card.
