InstallShield error 1628

Hi all - I'm trying to install FSX (Microsoft Flight Simulator) from DVD on Win 8.1. InstallShield gives error 1628 and won't go further into the setup.
I have Googled it and Microsoft suggest "Microsoft Fix It" which is a small app that runs, however that says "This Microsoft Fix It failed to process".

I'm stuck, any ideas on what I can do in order to solve this issue please?
I have full admin privileges. I have also tried creating a new user (that didn't help). Also I tried looking at the Windows Installer Engine as suggested by some other users but it only goes as far as Windows 2000 version.

I had a game that would not load on 64 bit windows 7 but it installed on 32 bit so I installed the game on the 32 bit and then copied the installed game file from the 32 bit 7 to a pendrive and pasted it in to the x86 part of the 64 bit 7 where it would have been installed if it worked and the game works just fine

it was the wat the installshield was written at the time and it did not support 64bit and would fail to install on a 64 bit os

don't know if this will help but it did work fine

Thanks for the reply, not 100% with you though - you installed the full game on a 32bit PC, then just copied the full directory to a pen drive, then copied that back to the 64bit machine? I'd assume that wouldn't work because surely the installation puts files into other directories too?

I don't have a 32bit machine :(

I have an old Win7 PC, will it work if I install it on that and copy the directory to Win8?
 
all you can do is try and see my 32 bit windows is xp I install it on that and move it to 7 64bit in it proper place in x86

now the program will need to be starter from its exe from in its folder cause like you said its not ''installed'' as normal with deaktop icon and all -- now this may not work for everything and I don't use 8

the thing is the installer that came with these programs were 32bit only and the don't seem to get picked up by the 64 bit os

like I got far cry 1 on the dvd it did not come with a 64bit installer so its one I install on the 32 bit xp and then take that and place it in this 64 bit 7 and it works fine as far as running and playing the game with out all that patch crap they have for this
 
also window trys to short change there new os to where things that worked fine on the ones before it but now on there latest os it don't its there way to make you buy new and remove there headace of support cause you need to be buying new stuff not using that old stuff .

to be honest this windows 7 I use should now be called windows xpvista7 os cause it been crossbreed hybrid and frankinstined so all my software and games will run on it due to Microsoft leaving things out
