graphics card amperage requirements

I just upgraded to this card: http://www.newegg.com/Product/Product.aspx?Item=N82E16814487052

I mistakenly overlooked that while the PSU in my Dell is rated at 375w, it only has 18amps on the 12v rail and this card requires 20amps minimum.

I'm willing to upgrade my PSU at this point, but I want to be reassured that it's definitely the problem and not a defect in the card itself. When i install the card's fan spins and my computer boots up, loads windows and everything (I can hear the windows startup tone). But the card never put a out any picture, not even the boot splash.

Would that be consistent with an insufficient PSU? If so, I'm looking at this one: http://www.newegg.com/Product/Product.aspx?Item=N82E16817182295&cm_re=rose_will_arc_450-_-17-182-295-_-Product

Seems to be rated at 30amps on 12v rail. So hopefully it would work? I'm just wanting to get up and running. Everything works fine with my old card so it has to be either the new card or PSU. Any insights?

Yes, it will provide enough Amps to power your card no problem. And as you said, no power connectors to the GPU are necessary, all the power is drawn directly from the motherboard.

I just hope the PSU is your problem, and this fixes you up! Fingers crossed.
Do not worry.
Your new card is powered entirely by the pcie x16 slot. That is 75w max.
The 20a is simply a guideline that covers evga in the event of a cheap psu.
No damage will happen if you try it and your current psu is not sufficient. You would most likely see artivacts.

And... do not jump from the frying pan into the fire.
A $20 450w psu can't be very good.
Rosewill psu's are generally not good. Yours might be tier 5(not recommended, replace asap)on this list:

360W divided by 12v is 30A total.

So this PSU will make available 30amps for my graphics card to use, through 20+4 connector to motherboard? I don't have any PCI or anything else connected, just fans and two DVD drives and one hard drive. I want to make sure it will be sufficient for this card. Thanks for the help!
