Hi Im looking to upgrade my graphics card this is my current specs:

Athlon ii x4 740
AMD HD 6670
8 GB Ram
500 watt PSU (not sure about maker)

I am ether going for a Radeon R9 285 or a GTX 760, which would be the best option.

And Im thinking I should upgrade my PSU to be safe maybe a 700w.

A 600W PSU from EVGA/ XFX/ SeaSonic/ Antec will be good enough, until you want to CF/ SLI. I'd wait until the 900 series is launched :) 
PS: Anything higher than R9 270X will bottleneck the CPU on stock speeds.

Well the R9 285 is about equal performance, a little faster maybe. It is also lower power consumption and it should work with your 500w PSU.

It might be a smart move to wait a few weeks before upgrading, since Nvidia's next generation of cards is ~2 weeks away. Rumour has it that the new cards will be cheaper, more powerful and more energy efficient.

500 watts should be enough, but it's close. 700 watts would be plenty, 600 watts will do fine as well. Look in this list and pick one from Tier 1 or Tier 2 class A or B. Tier 3 is okay too if you're on a tight budget and not overclocking. Higher tiers are better though!

A good 550w PSU would be enough for either card, however in some games either card will get bottlenecked by the x4 740.

OK cheers for the help I plan to upgrade the CPU in a months time with an i5 most likely.

If the i5 you get is OCable, 600W will give much more headroom, but 550W will suffice too, provided its high quality.
