Solution
As per the Microshaft website:

•DirectX 11.2 is included in Windows 8.1, Windows RT and Windows Server 2012 R2.
Note There is no standalone update package for DirectX 11.2. You can only install this DirectX version through Windows Update in Windows 8.1, Windows RT and Windows Server 2012 R2.

In addition to that your card may not support that version. What are your system specs including the model numbers of your motherboard and GPU card?

It's a GTX 780, I don't know what the highest level of Direct X that it supports is

More like the tool that wrote that blog post doesn't know what they are doing. The links provided are for the DirectX SDK, not the runtime distribution.

I agree. A lot of times you can only find specifications that indicate such and such is supported for a given piece of hardware because that's all there was at the time, and nobody bothered to update the documentation or white papers after newer AND supported tech was released. So it may be possible it supports it even though it doesn't "officially" support it.
