Startup Repair Loop with Several Problems Windows 7

The startup repair loop started when I was trying to fix my RAM from being 3.96GB usable to 8GB. I loaded the UEFI, and loaded the default UEFI settings to fix it but then my computer restarted. Then it said "Lauch Startup Repair" so I clicked on it and the repair didn't fix my computer. I went into the advanced settings and tried it again as well as system restoring, and using the command prompt to do these methods:

Additional Notes:
I have tried it in safe mode. It still crashes and restarts the computer.

3.96gb to 8gb is usually a matter of 32bit OS versus 64bit OS and making that change requires a full reinstall of the OS and all the programs.

Thats for the software end of it. On the hardware end, your motherbd has to support more than 4gb of ram. Many old ones do not.

Can you list your systems specs with make and model#'s so we can check things out?

I just looked at the specs for that board and it appears it will support:
Dual Channel DDR3 memory technology
- 4 x DDR3 DIMM slots
- Supports DDR3 2100(OC)/1866*/1800*/1600*/1333/1066/800 non-ECC, un-buffered memory
- Max. capacity of system memory: 64GB**

Are you using a 32-bit or 64-bit version of Windows 7?
Before trying the second repair method you mentioned did you go into the BIOS and set the CD/DVD drive as first in boot priority?
