can i set my pc as a wifi if my inet is a modem not an ethernet ?

i tried to use my pc as a wifi hotspot as you described but there is no signal....could it be that i can't get connection just because i'm using inet by modem not ethernet connection?

Yes.
Unless you have another wireless adapter how else would you expect to connect to the router and have others connect to you?
Many adapters only allow the 1 connection.
