My windows file way too large

basically i have a laptop for 2 years now, when i bought it, i was happy but than i noticed that i fudged up(not sure if i can swear on this forum) the c-drive was only 29gb and somehow i didn't notice that. d-drive was great so i just went with it. It was fine but for the last half an year it has become a major problem, my windows file has now become 21gb, as far as i recall it's around 3-5 in the beginning, i've deleted almost all the applications on c-drive, i clear it regularly with ccleaner, i went through all non-important files on the drive just to free up space and now it has become so that i have 176 mb of free space, i can't even watch a movie on the laptop because i have to clear the browsing history, damn sometimes i have to clear internet history just to write in word. what can i do to shrink the windows file? (some people were saying something about page file, mine just says it has none allocated to it) do i really need to reinstall windows?
 
Can you post a link to the model of laptop. Also, go into Disk Management and tell us whether you have one drive with two partitions (one row with two sections) or two drives (two separate rows)?

Right-click Computer under Start Menu > Manage > Disk Management

it has three primary partitions, c, d and reserved(that's just 100mb)
"toshiba satellite L650, i3 processor, 3gb of ram"

i know, tried. wouldn't let me, checked instructions, it specifically says it can not be done
