R9 280X output cuts out during windows loadup

I just built my first PC from scratch and I'm having a problem with my Sapphire R9 280X GPU. I boot the computer up with my HDMI cable connected directly to the 280, the mobo logo pops up, the windows 8.1 logo pops up and starts loading (the little dots start doing the circle motion below the logo), and then my screen cuts to black and my monitor says no input detected. I can enter my BIOS during start up and the 280 will display that just fine. It only cuts out when windows starts loading. If I switch my HDMI cable to my integrated graphics on the mobo I get video just fine.

So far I have updated all my drivers for my chipset, the 280, and I've flashed my BIOS. To the best of my knowledge everything is up to date. I've tried running the 280 with both the little blue button by the crossfire connectors both on and off. I've tried it with both my integrated graphics enabled and disabled, I've tried it with both my entire system powered and with only the bare bones pulling power (no fan case fans, external drives, ect.) The 280 is showing as up in Device Manager and there are no errors popping up with it and it reads as up to date there as well. I have both the 6 and 2x4 pin into an 8 pin adapter connected to the 280. I'm stumped :(

Sapphire R9 280X gpu
Seasonic S12 II bronze 620W psu
crucial 256Gb SSD
Seagate 1Tb HDD
LG blu-ray drive
windows 8.1 OS
4Gb kingston RAM
2 120mm in take and 1 120mm exhaust case fans
rosewill R5 case

do the gpu fan still spin when the screen cuts to black?

I got my hands on a DVI cable and the GPU outputs video through the DVI port just fine. So it appears just my HDMI port is bad.
