Hello. I am building my first PC and I'm stuck on what MOBO to buy.

I am stuck between the asus and the gigabyte.

The Asus is $5 (I dont care).
But I also love the blue and those large heat sinks as long as it doesn't get in the way.

What one is newer?

What one has more and bigger ports?

What one would best suit my build?

My other parts are fx-8350, r9-280x, 16 ram, evo 212, windows 7, 128 ssd, evga 750w.

The Gigabyte GA-970A-UD3P is an updated version of the 970A-UD3, and is newer than the Asus board. They have similar connectivity. They would both fit your system reasonably well, but the Gigabyte board is better for overclocking due to more robust power delivery.

The 990FX chipset is just as old as the 970 chipset in these boards, and the 990FX chipset is not more suitable for the FX-8350 CPU. The only major difference is that it has more PCIe lanes for SLI and Crossfire.

Furthermore, the board you're linking to was released in late 2011. The Gigabyte GA-970A-UD3P was released in late 2013.
 

No, the 990FX chipset does NOT allow better overclocking or system control. It is NOT a later chipset; they were both released in June 2011. It is a higher end chipset, but that's really only relevant if you need the extra PCI-Express lanes it offers.

As for more power phases, yes - that is relevant for overclocking. But power phases have nothing to do with the chipset. And the ASRock 990FX Extreme4 has 8+2 power phases, just like the Gigabyte GA-970A-UD3P. The Asus M5A97 R2.0 only has 4+2, that's more of an issue (and the reason I recommended the Gigabyte board).
