What does Wattage on a PSU means?

It will be my first build and I's not sure what the watt on psu really mean.

For example does a 500W PSU means that all the components in the computer need to add up to no more than 500W or each component will have a maximum of 500W available? (ie. A core i7 will have 500W and a GPU have 500W?)
 
Solution
The rated wattage is how much the power supply can output at maximum across all rails (Meaning all components combined).
Most can go over this wattage, and peak at 520w for example, for a few seconds to prevent surges.

I was thinking of getting an i7 with one graphics like EVGA GTX 760 and 2TB HDD as of right now. As for the motherboard, I do not have one in mind just yet.
 
Check out somewhere around 650-750w. That will be more than enough for the system, and will provide some headroom.
As for brand, check out Antec, corsair AX/HX, seasonic, or XFX.
