Convert AVC to DVD

HELP PLEASE! My home... My Family are being targeted. I have some security footage that I need to convert to a format that can be burned to a DVD. I have a DVR that claims recording in the H.264 format. I downloaded the footage to my computer which shows the file as h264 as well. My problem is that I can't seem to find a way to convert it into a format that can be burned to a disc. I have tried several video converters but they always give me a message that says the file couldn't be opened or recognized. I can play the file with The KMPlayer but that's all I can do. When I right click inside the KMPlayer for the media information it says the format is AVC/Advanced Video Codec.

VOBs are a file-set that DVDs use. So, you can try googling "AVC to VOB" or "H.264 to VOB" and get a list of software that you might try. There are quite a few free products and paid-for versions. VideoHelp might be one option.

Ok so I just tried that video help link that you mentioned and after installing the program which prompted for the installation of several more items, (haali media splitter, ffdshow, and avsynth), I dragged my security footage and dropped it only to find that it doesn't recognize it giving me an error. I definitely appreciate the suggestion. However it appears that I'm still stuck at the problem so if you and anyone else has any other ideas I'd love to hear them.
