Best GPU for under 260 dollars and Monitor for under 130

Hello,

I would like to know what is the best GPU for under 200(~260$) euro.
I have a 650 Watt PSU.

My PC's specs:
- Phenom II X4 965 BE (CPU)
- Gigabyte GA-970A-D3 (MB)
- NVidia GeForce GTX650 (GPU)
- Kingston HyperX Blu 4 Gb 1333 Mhz x2 (8Gb in total)

I need a new GPU, I am also going to overclock my CPU as soon as I get a better cooler, and on top of that I want to buy a new monitor for under 100 euroes (130$) and would like to get some info on that aswell.

Where i live prices in dollars dont convert to euros using the currency balance. It is usually $260=260 euros price.

Gpu: I dont know the prices in your country but if you find any of these within your price range you will be fine:
gtx 770=r9 280x>gtx 760=r9 280 (where = i mean similar performance)

Monitor: You will need a 1920x1080 monitor with DVI or HDMI input. I dont think you have many choices at that price range and it depends on your country's market. In my country Philips 223V5LSB is the only one that fits your criteria.

Last but not least, ok your PSU is 650 watt, but what is the exact model?
