Which Build is ok for low-med gaming

i have 2 build im thinking to buy, which one shall i buy (my budget is about $420 )

1st build
cpu:AMD A10-7850K
Mobo:MSI A78M-E35
HDD:Hitachi 1TB (SATA III)
Case: Dazumba D-Vito 781 W/450 W psu & fans
ram:8GB apacer 1600

2nd build
cpu:Athlon X4 760K
Mobo:MSI A78M-E35
HDD:Hitachi 1TB (SATA III)
VGA:Sapphire R7 260X OC Version 1Gb 128Bit DDR5
Case: Dazumba D-Vito 781 W/450 W psu & fan
Ram:8GB apacer 1600

im thinking to run game mostly on low-med settings at native/HD res (1024X768/1280X720) modern games (gta V , Watch_dogs, Gta IV,etc), recording , rendering (720P)

of course the 2nd one!....... with the 2nd build you can run your modern games at max setings 720p........
a other good build is a pentium g3220 and a gtx 750..... it is about the same money!

Both of the ones you listed will do light gaming pretty well, but the second one is better.

Also, do not go with a Pentium G3220 and GTX 750 as listed above. The GTX 750 is much lower performance than the graphics in either system, and the G3220 is much lower CPU power than in either system. Its a bad choice all around.

im asking , can i use my tv as monitor , and its in dos ... or bios mode , can it connect and show picture though ? considering putting os is hard without any display

Yes you can use the TV as a monitor as long as you have some way to connect it like HDMI
