Screen goes black when opening programs

I just installed a gtx 690 in my pc and whenever i open a program that needs permission like cpuid/hwmonitor my screen goes black for like 3-4 seconds and then comes back with the yes or no to run/open. Drivers are all updated and i haven't had anything like this before.

Try to disable darkening effect of the UAC in UAC settings (just move slider down one step so that "don't dim desktop" option is mentioned in the box on the side. Don't disable UAC completely). You should be able to get to UAC settings easily by typing UAC in start menu.

Even if this fixes the problem, the fact that it was happening indicates some problem with the system.
