My Brand New Gaming PC build running slowly?

I'm new to building pc's and I just built my first gaming pc. It's running very slowly, like when I want to go to "Computer" it lags until the window finally opens up. Or at times the mouse will be very laggy and skip around instead of moving smooothly. When I want to open simple pages like on screen keyboard it says not responding. At times it works fine though. What could be the problem? (I accidentally chose a best answer for my last post so I reposted this):
i5 4670k
Sapphire r9 280x
Seagate Barracuda 1tb HDD 7200rpm
MSI z87-g43 motherboard
Seasonic s12ii 620w psu
2x 4gb G. Skills Memory

I believe so, it was a new hard drive. I might have made a mistake during the installation, but do you think that could be the problem?

My first suspicion is the hard drive. A suggestion would be to buy a ssd for your OS/programs. It would be a very substantial upgrade at not much cost, and will tell you if you current hard drive is indeed the issue.

So do you think if I spend $60 on a 60GB SSD it would work fine?

Any ssd you choose should be fine. You can try to test your hdd, but the best way to know for sure is to try a different drive.
