No display on new build with no onboard video

This is a new build. My first full build. New CPU, motherboard, and memory, A used PSU and GPU, which I tested together with an Athlon II, ASUS AM2 motherboard, and 8gb ram, and both worked just fine. (however, the motherboard did not output any video through the card until I downloaded the driver by using the onboard video on that motherboard)

AMD FX-6300
MSI 970 Gaming Motherboard
G.Skill Sniper PC3 17000 2x4gb
XFX Radeon R9 290
Rosewill Lightning 1300w

I cannot get any display or a POST beep from my speaker, however the speaker did give the one long beep without memory and 1 long +2 short without the GPU. There is just silence with the GPU. I also tried a very old PCI x8 VGA card with and without the r9 plugged in, to no avail.

I have been through the checklist here.

Currently I am resetting the CMOS as a last ditch effort.

UPDATE: clearing the CMOS didn't help anything. Nothing seems to help, I have tried both PCI-E slots and tried the DVI and HDMI outs on my video card.

Any suggestions?

I feel stupid now. There was a problem with my PSU's CPU power connector. It's 8 pins split into 2 4 pins. the second 4 pin did not work, however the first did, and luckily for me, the motherboard can run with 4 or 8 pins. Also lucky for me, this PSU can power 2 8 pin CPUs, so the 8 pin cable for the "2nd CPU" works just fine.
