The R9 280X would be my choice because it's way cheaper and both cards perform quite similarly. Also you get mantle with AMD which gives AMD cards a huge advantage over Nvidia in select games.

I'd go with the R9 280X; It's cheaper, it competes with the GTX 770 in performance, and it has more VRAM

If you have the money purchase the GTX 770 4GB version. The extra VRAM will come in handy. Many games are optimized for Nvidia graphics cards.
Recent Ubisoft games have been exclusively optimized for Nvidia hardware including the Assassin's Creed series and Watch Dogs. The 770 has recently dropped in price. Take a look:

I personally own this graphics card. It is an excellent card capable of handling anything you throw at it.

Last week it was announced that the GTX 770 would get a price cut down to $275. If you can get that deal with a free copy of Borderlands the Pre-Sequel, that would be the way to go.

The 770 is generally a faster card and allows you to enable exclusive settings: PhysX, Adaptive VSync, TXAA, FXAA, HBAO+, etc. You'll also have generally a quieter and cooler card, better drivers, and better dual card support.

Or should I wait for the GTX 970 that is being released on the 19th of September?

Totally. If you don't mind paying $400 for Titan-like performance.
