Computer wont boot. PLEASE HELP.

I'm not quite sure how to put this, but I have this older computer I've been building and working on for fun just to have a kind of vintage PC. It's an emachine I found about a year ago outside and when I found it I completely cleaned it out and made sure everything was dry before I put newer parts in it and it's worked ever since until now Here's the specs
Emachine t3985
The motherboard is the one that came with it I believe.
3 original PCI slots
One with an old GeForce FX 5200 128 MB
Another with a soundblaster sound card, I just used the onboard audio and it's worked fine.
There used to be a Intel Celeron D 2.93Ghz in it but I replaced it after this issue popped up. And the PSU is from a Dell Dimension. I'm not sure what the output is
I'm not sure how this happened but I noticed it was after I built a pc for my friend. It would just power on for a split second and the fans would kick on and then it would die. I tried to see if the power supply was busted but it worked fine in another computer. So I tested the CMOS and that's fine as well. I replaced the processor with a Pentium 4 that was in the Dell and now what it does is. It'll kick on when I press the power button but then shut off. However if I keep pressing the power button constantly the fans and everything with run faster and the lights will kind of turn on in the front. The second I kind of stop "pumping" power to it it does again. I tried the power supply and CMOS again but they're fine and I even unplugged everything, Ram, video and sound cards, HDD, everything besides the 20 and 4 pin power slots. It still does it. I've looked online and couldn't find a thing on this so I truly hope someone has an answer. Thanks for reading.

Update:
I just plugged the original PSU back into the 20 and 4 pin slots and pressed the button to see if anything changes and oddly now instead of it just keep going every time I press the power button the fans stop spinning now after about three consecutive constant pushes.

1) Is your 4-pin or 8-pin CPU power cable plugged into the motherboard?
2) If your GPU needs an external power, is it plugged in?

If those ^^ do not solve anything I'd guess the PSU is the problem. It probably is not powerful enough to handle your system. Is your friend's computer stronger or weaker than yours? Why not try another PSU in your computer?

Yes it is and there is and the gpu doesn't need any extra power. And I do have a spare PSU that's, I believe, 650 watts I plugged it in and the same result. And his is stronger. I mentioned that because while I was building his I pulled the sound card out of this computer. It wasn't plugged in so I don't think it affected it. Just to be sure I even took it out of his and put it back in mine and nothing changed.
