How many people would buy a PCI-E 3.0 or 2.0 Right Angled Riser. I would. I was just wondering consumer demand or was it just me.

They exist. They aren't common, and they're expensive, but they exist.

I've been using flexible PCIe cables to make my builds smaller for quite a while now.

2U servers typically use an arrangement like that. Unless you are stacking servers, the space required for a PCI card is insignificant. It would be just another component that could fail.

I know they make PCI-E x16 Right angle risers. But I see nothing 2.0 or 3.0

The pinouts are the same, dude. A riser is just a cable - strips of copper going from input to output. It's just a bypass, which means that as long as the form factor is the same, it's the same rating as the port it plugged into. :)
