New build turns on then doesn't.

Hello. I built a new PC and I booted up and heard one long beep and two short beeps to what i beleiv was signifying a RAM issue. I messed around with it moving to different slots and such and booted up four times until I trieda fifth time and nothing happened. I tried again flipping the power switch and nothing happened. With the help of my friend we took it out of the chasis and built it outside of the chasis, and shorted the power pins to turn it on and it worked, giving us the same beeps. We did this several more times with the beeps but then it stopped again. We can't boot up anymore. I don't why this is happening. We have checked the supply to see if it worked by putting a paper clip in the green wire and one of the black ground wires and the power suppl yturned on. The CPU fan and power supply spin about every three seconds when the switch on the power supply is turned on but we can't seem to short the pin anymore to get them to constantly spin letting us know were booted up. Thank you.
