780ti for my, new build, or wait for 980

Wait because the 780Ti price will decrease, or you can get the 980 which I hear will be 10% stronger and more power efficient.

Whether or not prices of older cards will drop depends on how NVIDIA allows stores to handle their
stock levels; such control could vary greatly by region/country. In the past, supplies of older cards
have been allowed to dwindle before newer cards come in, keeping prices up. After the new releases,
prices might fall to some extent, but don't expect it to be that much, and even if they do, don't be
surprised if it's suddenly hard to find the card you want. This happens with numerous types of PC
component, eg. when Samsung launched the 840, almost overnight it became impossible to obtain
the previous 830, or if a supplier had one then the price was just silly (I found product info pages
disappeared entirely from some seller sites).

For true 780 Ti bargains post-Maxwell-launch, one might have to look to the used market, though
that could be all over the place aswell, depending on who is looking for them and how much they're
prepared to pay (eg. games aside, the 780 Ti is currently the best price/performance option available
for CUDA acceleration in After Effects).

So, it all depends on how stock levels of older models are controlled, and right now it's just unknown
which way it will go. It's understandable why NVIDIA would want to try and control what happens, ie.
too much stock of older cards going for lower prices would eat into sales of the new models at the
lower end of its new lineup.

I will get the cpu, mobo, ram, ssd,cooler, and case to start. I already have keyboard, mouse, speakers, psu, os, and hhd . I am growing impatient.

Just get the components and use the onboard video until the card is released and you can see some benchmarks. At least you will have the rig up and running and all you will have to do is purchase what card you want at that point and slip it in.

Specs are not out yet so you cannot say for sure; however, if you were going to use two 780ti you should be safe with the 980s. I see that you have a full tower case so you should be good there and the 980 should have a lower tdp than the 780ti so you should be good on power.
