New PSU, Peripherals not working

I recently replaced my EVGA 500W PSU with a Corsair HX650. Prior to the replacement the fans would power on/off and the PC wouldn't boot. The PC now boots to the BIOS but doesn't detect my SSD or DVD drive. The DVD drive won't turn on at all, so I don't think it has to do with the SATA cables. It does detect the CPU, RAM, and GPU. My mouse, keyboard, and monitor are also functional. Any ideas what might cause this issue? Is it possible my faulty PSU fried the SSD and DVD drive?

Do you have access to another PC that you can hook them up to? If they're functional on a different system, you're probably looking at a mobo issue.

Unfortunately I don't. Should the DVD drive turn on when hooked up to the PSU, regardless of mobo status?

No, it gets it's signal to power on from the mobo when the mobo is powered on. Otherwise it would always be on, even when the system is shut down.
