Placing Graphics Card ram Heatsink on heat plate?

I have a XFX DD R9 290 card, I want to cool the rams/vrms by sticking some copper heat sinks (like 14x14mm ones).
After I took off the fan and gpu heat sinks, I found there is a black aluminium heat plate over the card covering all rams.
Something like this one:

Do I need to take it out first then stick copper ram heat sinks directly on rams? or I can just leave it on, and put heat sinks on top of this plate? (Consider if it has good contact with all rams).

I think this heat plate shall help on passive cooling if it is performing.
Just not sure if it is really performing.. and if heat can be easily transferred to the added copper heat sinks from it.

I'm going to question your motives here since I'm sure (by your post) that your understanding of thermal dynamics is a little less than that of XFX's engineers that designed the card.
The only things I would suggest to improve the thermal characteristics of the card would be to use better (rather expensive) thermal pads and replace the thermal compound with a higher quality one (or switch to a waterblock). I highly doubt that any home designed (conceived) alteration would result in improved temperatures.
I'm not trying to be a jerk but there is quite a bit of design consideration that goes into a graphics card and I personally don't see how your concept can result in improvement on it.
