Need help for a Home Server build

I've built pc before but am not an expert nor have i ever messed with a server system.
With that being said, im looking to use mainly for media streaming at home between devices but would also like to stream to devices over the internet. a later goal is to use it as a host for web pages so that i can practice and dable in web page design, but the media streaming is more important to me. i guess i should also state that i have a budget with play room. im looking to spend as close to 500$ as possible, but am willing to go up to 1000$.

i dont know what to look for when picking a mobo for this kind of set up, i read that the bios should have UEFI, but not sure how to check for that. im planning on G.skill Ripjaw 8GB DDR3 1600mhz ram, either an intel i-3 or amd equivalent, and then not sure on gpu, but nothing fancy (dont plan on using it with a monitor often would rather putty or ssh into it) also not sure on the case to use.
As for the hdd i guess i have questions inside questions for them and i guess it ties in with which os i use. im not sure which is better : windows server or Linux with ubuntu. does ubuntu use raid formating? and then im not sure which raid format to use either. i was thinking of using raid5 with 4 hdd now but wanted to expand to it, but they way it sounds in order to do that id have to reformat everything to add drives and then would lose my data. Anyway on the hdd part i have a 6TB 5900 with 128mb cache, and was going to get 3 3/4TB, but i didnt know if they all had to be the exact same as well?

lastly i was reading about raid cards, and honestly dont understand what to look for, i understand they are what group and set the raid permissions for your hdd but thats about it.

as you can see i really dont seem to know much and any help/guidence to make this cheaper would be appreciated.

i was looking for something with more potential for space. I all ready have 2 3TB external, a 1TB laptop and part of my 2TB drive in my desktop full of movies/tv shows/ anime plus i have music and other stuff i wanted to drop on the server

The three brands I mentioned are all available in BYOD configurations. You could get a 4 drive bay unit, and only populate some of the bays. Most of them have USB which is handy for backing up the data you have on them. If you haven't guessed, I am a fan of the commercial NAS implementations.

Well ill look into those but im still interested in setting up an actual home server the other way. Can you use NAS systems to host web papges? like through jetty or some other means? (that i have yet to learn lol)
