My PC was working fine a few days ago, but now my Gigabyte Radeon 5850 stops sending a signal to my monitor when I do the following:

-Go into the BIOS
-Or try to re-install Windows

If I let it boot to Windows, it will work fine, no issues at all.

If I go into the BIOS, I'll will have a few seconds before my PC stops sending a signal to my monitor

If I try to re-install Windows 7, it will stop sending a signal anywhere from 30 seconds to 2-3 minutes later.

I upgraded the BIOS firmware on my motherboard (Gigabyte GA-870A-USB3) and on my video card. It did not solve the problem. I made sure everything was connected properly. I removed the video card and placed it back. I tried removing one stick of RAM, moving it to a different slot: no change. I don't understand why it works perfectly if I boot into Windows, but stops sending a signal while in the BIOS or re-installing Windows.

If your motherboard has an Integrated Graphics Chipset I'd advise removing the Graphics Card and booting into your BIOS. Look for an option in the BIOS that has something to the effect of PCI-E x16 slot Enable / Disable and ensure it's set to Enabled.

Go to Control Panel > System > Device Manager > Display Adapers is only your Graphics Card listed there? No Integrated Graphics Unit?

You could try a driver reinstall, though I'm sure you've attempted this already. Remove the old drivers by right-clicking the GPU under Display Adapters, selecting 'Properties' > Drivers Tab > Click 'Uninstall'. Ensure the drivers you're installing are the correct type of either 32-bit or 64-bit for your operating system.

The issue is almost doubtless a software one. You may have the wrong drivers installed or an incomplete installation, both can be corrected by a complete uninstall, reboot and then installation.

Yes, it's the only one listed. This motherboard doesn't have integrated graphics.

It can't be a driver issue, since it works fine when Windows is loaded and only has a problem in the BIOS (when the PC starts up and before Windows is loaded) or when installing Windows, right?

Remove the Graphics Card and boot in to your BIOS.

Look for one of these options:

UEFI, CSM or Secure Boot. Set this option to Disable, Legacy or Compatibility (whichever is available).

Reinstall your GPU and attempt to boot.

How can I see those options if there is no video?

I tried changing cables (HDMI & DVI), no change.
