i have a (don't laugh) 2002 windows xp (haven't felt like i needed to get a new one till now) i am currently looking for a nice build for about 500 through 650 or so. what i currently have is a keyboard and a mouse that are pretty nice.
 
Build it yourself. The folks here at Tomshardware in the forums can help you choose the parts for a completely personalized build, and then you can have the satisfaction of building it yourself... and there won't be people trying to rip you off on buying their used and old personal builds.

If you do build, this is what I would go with, you could drop down to an pentium or i3 and a 260x, and if room in the budget I would get a 128 GB SSD for windows

The OP will need Windows, and an i5 is a must for a user that doesn't upgrade for 12 years.

The graphics card is a steal and I would jump on that.

The power supply will be more than enough, but the quality of that unit isn't probably 12 year quality... I would get the one from Critical Thinker's build if you can afford it, great PSU.
