Water cooling and upgrade question

Hello guys! As you may of been able to tell from the title, I have two questions.

1. Any recommendations for a water cooling kit? I plan an water cooling just my CPU at the moment, and my GPU later. I know absolutely nothing about it. My case is an NZXT H440, and my budget is $250 USD.

2. Should I upgrade from my FX-8350 to an i7-4790k, or upgrade from my GTX 770 to a GTX 980 (when it comes out)?

If you wanted to water cool both, a custom loop would be the only option that made sense, honestly. And the only reason to water cool both would be if you had plans to overclock the cpu. Stock speeds do not require it. There are far better air cooled options for the cpu that improve cooling performance over the stock cooler however to help manage cpu temperatures for normal clock speeds and actually is highly recommended for the purpose of longevity and reducing noise levels.

For gaming and rendering the GPU upgrade is the option that makes sense and if you have a budget for each of these component upgrades or all together I'd be happy to assist you in determining a solution that will work within your budget.
All of those questions depend highly on what it is you primarily use your rig for. Gaming, video, browsing, audio or something else. A little of each? If you game or use your rig for HD media use then the GPU card would be the better upgrade as the 8350 is fine to support any card. Plus if you change to the Intel processor you'll need a new board too.

On the cooling, are you looking for a custom loop setup that will work for both the cpu and gpu or a closed loop setup that works with only one of those components, in which case you would need two cooling setups for both components. You probably don't need water cooling for the cpu unless you are overclocking. In fact, unless you're overclocking the gpu or cpu, you don't need it for either one. There are air cooling solutions that are as good as water in most cases where extreme overclocking isn't occurring.

I'm planning on gaming and rendering. So would it be better to upgrade and water cool the gpu instead? Could I have a closed loop for my CPU and a custom loop for my gpu?
