Changing IP address frequently

I am currently using Hotspot Shield (VPN?) and been testing how frequent they change the IP address and it looks like each time you reconnect, you get a new ip (based on whatsmyip.org).

However, I noticed that the First 8 numbers are ALWAYS identical (XXX.XXX.XX.YY) with only the last 2 numbers changing each time. Would this be viewed as connecting from the same location?

no, it has little to do with location. the reason those IPs all start with the same exact numbers at the front is because that was the IP block that was issued to that company by IANA (Internet Assigned Numbers Authority). no entity can issue, lend or otherwise assign IPs that do not belong to them.

for example, Verizon communications owns all IPs that look like this:
10.xxx.xxx.xxx
70.xxx.xxx.xxx
75.xxx.xxx.xxx
97.xxx.xxx.xxx
98.xxx.xxx.xxx
(maybe one other range, can't recall right now)

because of that, any person with an IP that looks like that is identified as a verizon customer BUT their IP does not actually tell where they are located specifically. the only thing you can tell form that IP for certain is Country and state, and in some cases the city. otherwise your location is pretty anonymous. no one is going to know which house you are in. you would need a court subpoena for that
