Need help on 2 seperate computers.

So, first off, I'm looking for a laptop for a friend. His budget is to stay UNDER $700 USD. He apparently HAS to buy from bestbuy. He wants to do some light gaming on it (MineCraft, CS:GO, GMod, etc, on high settings.). If anyone has any suggestions, it would be insanely appreciated!

Now, I also am looking into getting a new PC (This isn't my first time asking this, however it's not because I like to ask. My price changes a lot, and things come up. False hopes, really.).
I was just wondering; how much would I be looking to be spending for a PC that can max out games like MineCraft with shaders and such, play LoL nicely (my current PC sounds like a jet engine when playing it.) and play games like Rust and DayZ: SA on lower-med settings?
I need to be on a strict budget, so the lower the price the betters. I don't mind getting a prebuilt, if need be.
