usb device not recognized on windows vista 32 bit

i was playing a ps1 emulator one day and the next day i picked up where i left off, my steelseries pc controller was not responding.i unplugged it and replugged and got the message.usb device not recognized.the controller itself blinks a few times when plugged.i ordered a new pc controller but while days passed i was attempting to move music to an mp3 and noticed it also was not being recognized as a mass storage device,it charged but my music files didnt pop up.ive googled and researched many things including uninstalling usb hub roots,disabling and reenabling usbs, unplugged the ac adapter fully took out the battery for over 5 minutes,i followed registry options for hkey i cant remember the full name.no solution ive read helps.also while attempting things i noticed in device manager a triangle in the pcmcia adapters,i uninstalled it with the belief that it would reinstall on its own but i was promted with a fail install when i restarted the computer and option to download a cardreader from acer's website, im not able to afford a new laptop i just wanna play my emulators.i would greatly appreciate some help.its an acer laptop aspire 3100 windows vista home basics.ive downloaded the service pack 1 and it says it was succesful but it shows up as an update option when i restart.
