When I uninstall most programs, left over files stay and I cannot delete them.

I have tried many things like some unlocker software, taking ownership, all of these things. I have virus scanned my computer which makes me think that something is corrupt somewhere. The odd thing about these files, is that they disappear about a minute later. I use the uninstall exe on every program and most all of them leave left over files (mostley .exes) Here is just one example of my pressing the uninstall exe then when it was finished these stay for about a minute or so before disappearing. I also cannot delete them manually during this weird process. Apparently I need privileges from myself. I'm in way over my head here.

The files themselves that are left over from uninstallations are not viruses. As I said, this happens in any folder on any application I try to uninstall. Some files after uninstalling remain, as seen in the screenshot above. However ALL of the remaining files delete themselves after about a minute after an uninstall. And the desired folder can be deleted after that.

Is it normal for application files to be left over from uninstalls for a couple minutes? Because for me that has never been an issue on any other PCs I have used. I have decently high end PC here, I mean I really don't think this should be happening consistently.

My hard drive speeds seem to be fine when I transfer/copy things, if that's what you mean. So I'm going to assume no one has ever seen this issue before then? I guess I'm boned here. I do appreciate you attempting to help me, so thank you for that. Have a good one :)
