Difficulty Choosing between GTX 650 or HD 7770

Hi guys!

My system specs are:
Inter core i3 2100 3.1 GHz
Kingston 4GB DDR3
ASUS P8H61ML-E
450W PSU. Local brand.
22" DELL LCD. 1650x1080 Resolution.

Since my budget is tight, so I am considering to buy 1 of below cards.

Okay so i need Answers of some of these questions. If possible, Kindly reply in sequence to all.

1- which one will be able to run on my computer easily? I can't upgrade my PSU.

2- regarding gaming at 1650 x 1080 res, which CARD will suit better for the latest games? e.g, GTA V and other latest ones?

3- The GTX 650 card is made by "NVIDIA". Is it better performance wise if a card is made by NVIDIA or other companies like ASUS, GIGABYTE etc?

4- The HD7770 card says "DELL AMD". What is the Meaning of putting DELL in the start? Will it have greater performance than the cards made by HIS/Sapphire or other companies?

5- The HD7770 card is in OEM packing. Is it like "brand new" or is it refurbished by someone?

1 - GTX 650 does not require an auxiliary PCI-E power. This would be a safer choice for your power supply. The GTX 750 Ti would be much with the same power usage better if you can afford the extra money.
2 - HD 7770 is faster than the GTX 650. GTX 750 Ti is much faster than both.
3 - Asus, Gigabyte and other companies make quality cards with GPUs from AMD and Nvidia. No particular advantage to a Nvidia branded card.
4 - Dell has branded this card to work with a Dell PC. This is referred to as an OEM card. Often these cards have lower specifications than those from other manufacturers.
5 - OEM means Original Equipment Manufacturer. This just means Dell manufactures and sells computers and these parts are not generally for individual...

3- Does it means "NVIDIA"/"DELL AMD" cards will have lesser LIFE than the other manufactures?
4- The DELL BRANDED CARD won't work in my PC? I have listed the specs above.
