I might suggest a G3258 cpu @$70 and the cheapest Z97 based motherboard you can find. Probably <$100.
Some H series motherboards will allow G3258 overclocking but I would not want to count on that forever.
Z97 will give you the option of a future intel upgrade to i3/i5/i7 or even 14nm broadwell in the future.
