"Remove everything and reinstall windows" function on windows 8.1 erase all hard drives or just the one it's stored on

Hey, so I'm having ludicrous freezing problems with steam games after hardware update and someone told me to do a fresh install of windows otherwise these types of issues are guaranteed. Does this option count? Or do I have to go get a different copy? And will it erase all hard drive data or just the hard drive windows is installed on?
 
Solution
If you did a fresh install on your OS drive you shouldn't have any issues other than getting the latest drivers. You will have to reinstall all of your apps. Data drives would not have any affect on OS operations. If you can load up your memory dump diagnostics (Debug). It will tell you what exactly you're crashing on. If its the same module (.sys) every time you got your answer. Random crashes from different modules would point to hardware problems.
