This SHOULD run BF4 60+ FPS at Ultra.

I posted this on another section yet it passed unanswered so here goes again.
Specs:
CPU - i5 3570k @ 3.4GHz. (don't tell me to OC since apparently this card is faulty and incapable of oc'ing. tried everything, yet to no avail)
GPU - GTX 780 SC 6GB VRAM @ 1097MHz (Should be an absolute beast)
Ram - Corsair Vengeance 2x8gb 16GB.
SSD&HDD - 250gb and 2tb respectively.
Mobo - P8Z77-v lx2
Windows 7 Ultimate
1000W ATX PSU

So basically I do get 60+ fps steady on lighter maps. But then again on maps like Siege of Shanghai it can drop down to 30 FPS. And as most of you first person shooter players know, battlefield is unplayable if it isn't smooth...
The 1000W PSU rules out power issues.
The GPU is an absolute tower of steel as far as I'm concerned.
CPU is weak since I can't oc for some reason.
RAM, HDD and SSD are fine.
I have decent air cooling, highest temps I've seen are 75-80C during prime95 torture test overnight.
As far as I'm concerned it has to be the fact that BF4 just won't use the resources I'm obviously handing to it and only uses 50%-60% of the gpu aswell as cpu.
Same thing with Skyrim and other games.

I really want a solution to this as I had really high expectations when I bought the GTX 780. It cost me 600+ USD and I was hoping for better results.

Thanks in advance.

How come then it happens in multiple games, such as Skyrim...
I mean I can tolerate the FPS drops but I'd honestly rather not :/

Antec.
Yet my mobo does not have any immediate faults. As I stated above, it simply will not overclock my CPU. I've trie everything including removing & inserting mobo battery, clearing the CMOS, and flashing BIOS. Nothing.

I cannot get my hands on your computer to check it out, however, many people have had trouble with that motherboard and I suspect you may have a bad one. Gigabyte does not usually make the fastest motherboards [in benchmark comparisons], they are usually middle of the road in performance, however, they have an outstanding quality history [this past decade]. I currently have a Gigabyte Z77X-D3H motherboard, which is only middle of the road in price, yet I had no trouble getting my i5 3570K to 4.7GHz [I could get it to 4.8, however, it was too hot] on a very good air cooler - Noctua NH-C14 140mm x 2 SSO. I built this computer June 2012 and it has been running strong overclocked since then. However, most games are not CPU bound with only one high end video card.

There are several reasons that I suspect your motherboard.

Your CPU should not be running at 100% on all cores while running a game, however, the video card should.

Run a Benchmark, Processor Arithmetic. Afterward check how many CPU cores were at 100% [all 4 should].

If your video card will not run at 100% while running a demanding benchmark, such as 3DMark Fire Strike, there is something wrong; possibly not enough power being applied to the video card [various reasons - could be the motherboard, power supply, or a few other reasons, however, most likely the motherboard followed by the power supply and wall outlet problem].
