Windows has detected that your computers performance is slow

Hello, I've been having this issue for about two weeks now and I can't think of anything that I've done that would cause this. I have 14GB of RAM and a 3.07 GHZ i7-950 quad core CPU, an EVGA GeForce GTX 660 FTW, and am running Windows 7 Professional. A popup keeps appearing saying my computers performance is slow, and that I should switch to the Windows 7 basic theme. Sometimes whenever I play games (Specifically Counter-Strike: Global Offensive), it switches it by itself and tells me that it ran out of dedicated memory to support the Aero theme. Any idea why this is happening? My CPU usage and memory usage never really go above about 25% while sitting idle, and they almost never go above 80% no matter what I'm doing. Any help is appreciated.
 
What is your ram configuration? How do you have 14gb of ram. Since you didn't say what MB you have im guessing it should have 6 slots or tri channel. You should be running 6, 12, 18GB in triple channel mode.


Anyway, have you installed anything new since this has started to happen, have you tried scanning your computer to see if you picked up anything off the internet.... malware, virus, backdoor Trojan?

I opened the computer up and checked for you, I have five 2GB sticks and one 4GB stick of DDR3 RAM. The 4GB stick and 4 of the 2GB sticks say 1026 on them, I'm guessing thats the clock speed? For some reason one of the 2GB sticks says 1025.

I'm fairly certain it's not a virus, but I'll run a full scan and let you know what it finds.

EDIT: It didn't find anything dangerous.
