Sometimes, just installing the updated driver is not enough. Neither is using normal uninstall routines. Occasionally you have to uninstall any related applications from the Programs and features or Add Remove programs applet, remove the device and driver from device manager and then manually delete any remaining folders related to the device or its installation from existing locations using windows explorer. Many times it's also necessary to manually go into the registry editor and delete all strings related to the device and then reinstall the current driver. If you've done ALL of that then perhaps it's a router setting or an advanced setting for the adapter. It's somewhat unusual for an Intel adapter to cause troubles in Windows 8.1 unless it's an older adapter. Did you upgrade just the card or did you upgrade the router and/or cable modem as well? If those devices are not gigabit devices and are not docsis 3.0 compatible they could be part or all of the problem. It's also possible that the router isn't IPv6 compatible while your new card is. If you can check the router to see if it is, and if it isn't, disabling IPv6 in network properties might help.
