Case fan LEDs aren't working

So, I bought a Liqmax 120s from Enermax and the fan it comes with turns on with the LEDs initially working, but turn off as soon as I actually start using my computer (Windows finishes loading). They're still spinning, just the LEDs turn off. Any ideas??

I'd also like to mention that I question how "new" this purchase of mine is...it seems like the radiator went through someone's failed attempt to mount a fan onto it because the fins seem to have been widened a bit where you're supposed to secure it with screws...

Yes, but after closer observation they DO seem to be on, just not fully powered? I was under the impression that LEDs stayed bright at all times, but these seems to be working proportionally to how fast their spinning. Why?
 
Is the fan connected to a PWM header? If it's on a voltage control header, the LED brightness is going to fluctuate based on the voltage level being fed to the fan. If it is on a PWM header, maybe that's what Enermax is referring to in their product description when they say, "...brilliant dynamic sparkle LED...".
 
Just guessing here....

Are you connected to a CPU header or a CHA Header on the MoBo ? I suspect the latter.

OK.... here's why.... this is the CPU cooler so it is expected that the fans (and pump) will be powered via PWM. The way PWM works it sends a constant voltage of 12v but pulses it to control fan speed. Now of you connect the fans to a DC Voltage controlled header, fan speed is controlled by voltage. At 12v, the fans will be at 100% as will the LED brightness .... as voltage drops, so does fan speed and, presumably, LED brightness.
